Suplicy proposes a minimum income in the Senado
April 1991
Senator Eduardo Suplicy introduces the Minimum Income Guarantee Program, a negative income tax: anyone earning up to two minimum wages would receive 30% of the difference. The Senado passes it; the Câmara, Brazil's lower house, never votes on it.
